Qualification Details:

The North Eastern Council Secretariat is looking for services of suitable officers for filling up the posts of [1.1 01 (one) post of Adviser (Health) on deputation (including short term contract) basis [2.1 01 (one) post of Statistician on deputation basis as per the provisions of Recruitment Rules. The pay and other terms and conditions of deputation will be regulated in accordance with DOPT's O&M No.6/8/2009-Estt.(Pay-II) dt.17.06.2010 as amended from time to time.

1. Name of the post: Adviser (Health)

2. No. of post: 01

3. Scale of pay: Rs.18,400-500-22,400/-(5th CPC)/PB-4 Rs.37,400-500-67,000/- + GP Rs.10,000/- (6th CPC) corresponding to Level 14 of Pay Matrix of 7d1 CPC.

4. Qualification: Officers under the Central Government or State Government or Union Territories or Recognised Research Institutions or Universities or Public Sector Undertakings or Statutory or Semi Government or Autonomous Organisations:

(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) having three years' service in the grade rendered after appointment thereto on regular basis in posts in the scale of pay of Rs.14,300-18,300/- (5th CPC) /PB 4 Rs.37,400-500-67,000/- + GP Rs.8,700 (6th CPC) corresponding to level 13 of Pay Matrix of 7th CPC or equivalent in the parent cadre or Department; or

(b) possessing the following educational qualifications and experience :

(i) Recognised medical qualifications included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of educational qualifications included in Pan-II of the Third schedule should also fulfill the conditions stipulated in sub-section (3) of Section 13 of the Indian Medical Council Act, 1956 102 of 1956

(ii) Post Graduate Degree or Diploma mentioned in Schedule VI of Central Health Service or equivalent ;

(iii) 16 years' standing in Medical profession including five years' administrative experience.

5. Job requirements:

a) To advise Secretary, North Eastern Council in taking up comprehensive programmes in the region connected with the health and educational programmes

b) To formulate the on-going health projects and schemes in the region under the North Eastern Council Secretariat and such projects and schemes being implemented in different states.

c) To assist the State Governments of the Region in all matters pertaining to these fields or activities.

Age:

The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56(fifty six) years as on the closing date of receipt of applications.

2. Attested copies of ACRs for the last 5(five) years duly attested on each page with seal by an officer not below the rank of Under Secretary to the Government of India or above.

4. Vigilance Clearance.

5. Major or minor penalty certificate for the last 10 years of his service,

6. A certificate to the effect that the particulars furnished by the candidate have been verified and found correct as per service records.

7. Cadre clearance certificate.

8. Self attested copy of educational certificates.
